Hi Arianne. I think you have to buy the ticket first because you have to fill in the Import Certificate when are you going to bring your dog to the Philippines. As I can remember that was what we did. But you have to consider the time of having the certificate and the time of flying. Chris and I were friends and roomies in graduate school. Chris sent me my first-ever text message. It was about an apple-cinnamon bacon project we were going to try.
